History of Lagos State House of Assembly

The Lagos State House of Assembly was inaugurated 2 October 1979 by Lagos State Governor, Alhaji Lateef Jakande with thirty-six (36) members. The first assembly started legislative duties from a temporary site at Nos. 1-2, Oduduwa Street, GRA, Ikeja, Lagos, before its movement to the permanent site at the Assembly Complex, Alausa, Ikeja in 1980. The Assembly ran its full course of four year term from1979 to 1983.

The thirty- six (36) Members of Second Assembly was inaugurated on 2nd October, 1983 by Alhaji Lateef Jakandee while members elected  a lawyer, Hon. Oladimeji Longe (Itire-Ikate) as Speaker, while Alhaji Bola Kotun who served as Clerk of the House  in first assembly remain the Clerk.  The Assembly was barely three months old when it was truncated by the coup d’état of 31 December, 1983. The military remained in power for nine (9) years and Lagos State was ruled by Military Administrators.

In 1990, the then Military President, General Ibrahim Babangida (Rtd) began a transition Programme to civil rule, culminating in the inauguration of the thirty (30) Member Third Assembly in January 1992. Hon. (Alhaji) Shakirudeen Abayomi Kinyomi (Ojo1), an Engineer emerged as the Honourable Speaker, while Alhaji R.B Tinubu served as Clerk of the House. However the Third Assembly was again truncated by the Military Coup of 17 November, 1993.
The Fifth (5th) was inaugurated on 2 June 2003; Jokotola Pelumi was elected as speaker 5th assembly and removed from office in 2005 with Forty (40) Members. Rt. Hon Adeyemi Ikuforiji, a seasoned lecturer and educator, was elected as the Speaker. The sixth (6th) Assembly was inaugurated on 4 June 2007 with Rt. Hon Adeyemi Ikuforiji (Epe I) returning as the Speaker.

The seventh (7th) Assembly was inaugurated on the 6th June 2011. Rt. Hon Adeyemi Ikuforiji is currently the Speaker making him the only Speaker to be re-elected into office three consecutive terms. Ikuforiji served as Speaker of Lagos State House of Assembly for 10 years (2005-2015). He changed his political base to Ikeja constituency 1 in 2011.

The Forty (40) Member House comprises of two (2) Members from each of the twenty (20) Local Government Areas of the State. Thirty-Seven (37) of the Members belong to the Action Congress (AC) party and three (3) are from the Peoples Democratic Party (PDP).

The present speaker of the House of Assembly is Rt. Hon Mubashiru Obasa  representing Agege 1was elected by members of 8th assembly comprising All Progressives Congress and Peoples Democratic Party members in June 2015. The current Clerk of the House is Mr Ganiyu Segun Abiru.

This current Lagos State House of Assembly is unique as one of the house members; Hon. Emeka Odimogu hails Imo state in South-South. Official language of the house includes English and Yoruba languages. Members use Yoruba language for legislative business on Thursdays.
The House of Assembly recognizes that every Lagosian has the right to peacefully protest; therefore part of the House of Assembly’s responsibility is to ensure that the citizens’ rights are protected. Furthermore the House of Assembly is entrusted with the responsibility of overseeing the activities of ministries, departments and agencies (MDA’s), through committees. These committees conduct semi-annually and annually inspections on the books of MDA’s in order to ensure they are complying with the rules and laws that have been put in place; any defiance of the law is punished accordingly. Lastly, another service they provide is publication of hanzards, these are word for word reports of the proceedings in the House of Assembly and they are made available to the general public for a fixed fee .

Meet the Speaker of Lagos State House of Assembly

HON. MUDASHIRU AJAYI OBASA was born on November 11, 1972.

He began his early education at St Thomas Acquinas Primary School, Surulere, Lagos after which he proceeded to Archbishop Aggey Memorial Secondary School, Mushin, Lagos.

Obasa had his university education at the Lagos State University, LASU, where he obtained an LLB degree in law in 2006 and thereafter enrolled immediately at the Nigeria Law School, Lagos for his BL.

In 1999, he was elected councillor in Agege Local Government Area of the state and later became the Deputy Leader of the council’s legislative arm. Obasa won his election to represent Agege constituency 1in Lagos House of Assembly in 2003 under the platform of Alliance for Democracy. He has been re-elected three times into the same seat. He has been chairman of several committees of the House such as Public Account (Local Government) and Budget and Economic Planning.

Obasa in his acceptance speech outlined his agenda for 8th assembly and Lagos state in general.

According to him, “Today, you have elected me as the Speaker of this legislative house. I see my job as helping to coordinate our efforts – to channel our energy – to bring forward the best ideas from wherever they come – and turn them into legislation and public policy that helps all Lagosians. In all, our ultimate success would be seen if we succeed to keep Lagos working. Our people do not want to listen to excuses. They want to see their state working. They want to see a Lagos where dreams become achievements. They want to see a prosperous state. They want to see a Lagos that is equal in opportunities, City State confident of her future, and secured within her borders.

“Let me use this opportunity to appeal to my honourable colleagues to forget the healthy and democratic expression of aspiration by some of us in the course of our selecting the speaker of this great House. All our differences, I implore we must set aside today for us to have a smooth running of the huge tasks placed before us by the people.

“Let me emphasize – we are here to serve the people. Our new members will find that we are often besieged by lobbyists. Their advocacy plays a valuable role here. But we must never forget whom we really serve – our real employers, the people of Lagos State.

“Whether it’s the teacher from Badagry, the farmer from Ikorodu, the small business owner on Mainland or the taxi drivers plying the ever-busy Lagos roads untiringly – when we talk about serving the people of Lagos State, these are the people we must have in mind.

“As we are all aware, Lagos State has not specially benefitted from the Federal Government for the past 16 years of our evolving democracy. Our created LCDAs are still inchoate not being recognized owing to the kind of politics played by the past administrations at the federal level. Also, our state has been deprived of some of her entitlements.

“It is our hope that with the All Progressives Congress, APC government now at the center, we can rest assured that all our LCDAs will now be given their full-fledged local government status. Likewise, entitlement owed our great state will be paid without further delay.

“As speaker, I will do everything in my power to advance legislations and policies that will secure and strengthen the people of Lagos State, tomorrow and for generations to come. I am fully aware of the significance of today and the responsibilities our citizens in the 377 wards in which they live in Lagos have given to us to change their world,” Obasa said.

Principal Officers

SPEAKER
HON. MUDASHIRU AJAYI OBASA, the Speaker, was born on November 11, 1972. He has a degree in Law. He has never practiced law though. He got his degree as a member of Lagos House of Assembly.

He was a councillor at Agege Local Government Council before he became a member of Lagos House of Assembly in 2003. He has been re-elected three times into the same seat. He has been chairman of several committees of the House such as Public Account (Local Government) and Budget and Economic Planning.

DEPUTY SPEAKER

HON. WASIU ESHINLOKUN-SANNI, the Deputy Speaker is in his 50s. He is representing Lagos Island Constituency I. He is a graduate of Agricultural Economics from Ogun State University and International Law and Diplomacy from University of Lagos.

He was a member of Lagos House of Assembly between 1999 to 2003. He had previously served as Senior Special Assistant to the Governor on Legislative and Political Matters.
The deputy speaker  was elected as Executive Chairman of Lagos Island Local Government Council in 2007 and won his re-election in 2011.

He was also the state Secretary of APC from where he resigned to contest for Lagos Island Constituency I seat again. He is married and has children.

MAJORITY LEADER

HON. SANAI AGUNBIADE is the Majority Leader. He was born on October 25, 1964. He holds National Certificate on Education (NCE) and a degree in Law from Lagos State University, Ojo. He became a member in 2007 representing Ikorodu Constituency I. He is married and has children.

DEPUTY MAJORITY LEADER

HON. OLUMUYIWA JIMOH is the Deputy Majority Leader. He was born on October 2, 1974. He holds a first degree in Philosophy from University of Ibadan, Ibadan, Oyo State.
He became a member of the House in 2011 and was returned for second term on April 11, 2015. He is married and has children.

CHIEF WHIP

LATEEF ROTIMI ABIRU is the Chief Whip. He was born on November 10, 1966. He holds a Bachelor of Science and Masters of Science in Chemistry from University of Lagos, Akoka, Lagos.
He was first voted into the House in 2007, in 2011 and 2015 to represent Somolu Constituency II. He is married and has children.

DEPUTY CHIEF WHIP

HON. OMOTAYO ODUNTAN is the Deputy Chief Whip. She is the only female member of the Principal Officers. She was born on June 5, 1957 and holds a Diploma in Hotel and Catering from London.

She was first voted into the Assembly in 1999. In 2003, she was appointed Senior Special Assistant to the governor on Women Affairs and Poverty Alleviation.

She regained her seat in the House of Assembly in 2011 and again in 2015. She is married and has children.

BOLD FACES IN LAGOS HOUSE OF ASSEMBLY

Hon. Folajimi Lai Mohammed

Folajimi Lai Mohammed is the son of National Publicity Secretary of All Progrossives Congress. He emerged as member representing Ikeja Constitueny 1in April 11, 2015 election. Folajimi is the youngest member of 8th assembly.

He studied law at University of Kent and holds Masters in Law from Fordham Law School. He was called to bar after completion of his study at Nigerian Law School.

The fashionable lawmaker is the Managing Director at KNIGHTSBRIDGE DREDGING LIMITED.

Honourable (Mrs) Adefunmilayo Tejuoso

Honourable (Mrs) Adefunmilayo Tejuosowas born on the 25th of March1965 to the family of Chief (Dr) and Late Chief (Mrs) Emmanuel Ademola Smith in Lagos, Nigeria.
She attended University of Lagos Staff School Akoka, Lagos (1971 – 1977, then proceeded to Queens College Yaba, Lagos (1977 – 1982). She however completed her secondary education at St. Francis High School, West Virginia USA. After which she went to West Virginia University where she bagged a Bachelor’s Degree in Biology with honours in 1987.

Returning to Nigeria for the mandatory National Youth Service, she received posting to Queens College (her Alma mater) Yaba, as a Biology teacher. After serving her nation, she enrolled at the University of Buckingham for a law degree and bagged a Bachelor of Law with honours (LL.B) in 1991. She returned to her fatherland to attend the Nigerian Law School, upon completion, she was call to the Nigerian bar in 1993. She practiced briefly; as a lawyer, with the firms of Ademola Odunsi & Co; Idowu – Barristers and Solicitors and Smith – Tejuoso & Co.

She also enrolled at the University of Lagos where she obtained a Masters degree in Law (LL.M). Tejuoso is a gender activist and a progressive politician. She has collaborated with several progressive gender activists and Non-Governmental Organisations in the area of women empowerment, and has been working relentlessly towards raising the awareness of women about their social and political rights. To this effect, she sponsored the passage of the Domestic Violence Bill in Law (as a Private Member Bill) in the 5th Assembly at that time she was the Deputy Chief Whip and Chairman House Committee on Women Affairs and Poverty Alleviation of the Lagos State House of Assembly. She also supported and contributed to the passage of other Bills into Law spanning from Education, Health, Infrastructure, Youth Empowerment & Development, Information, security, Appropriation etc. She authored the book Overcoming Domestic Violence.

Adefunmilayo served as the Deputy Speaker in 6th assembly. She is a devout Christian and is happily married to Prince Kayode Tejuoso and they are blessed with four wonderful children.

Hon Bayo Osinowo (Pepper)

Hon Bayo Osinowo popular called Pepper by his politicatl admirers was born in the late 1960s.
Osinowo is committed party member, as he has not decamped to other political party since the return to democracy in 1999. He first contested under Alliance for Democracy in 2003, Action Congress in 2007, Action Congress of Nigeria in 2011 and ran under All Progressives Congress in 2015.

Obasa described Osinowo as dependable leader and experience lawmaker in the state assembly since 2003 who has contributed immensely to the success of Lagos State House of Assembly.
The Speaker, Lagos State House of Assembly, Rt Hon. Mudashiru Obasa during the inauguration 8th assembly commended Hon. Bayo Osinowo for his role and support to ensure his emergence as Speaker.

The Speaker representing Agege constituency 1 bowed to Hon Osinowo as a sign of respect while members were paying homage to him after swearing-in.

Time Nigeria correspondent finding revealed that Hon. Bayo Osinowo popularly calledPEPPERby his followers played significant role to ensure election of Obasa as Speaker of the state assembly.

Insider source informed our correspondent that Pepper used his cordial relationship with National Leader of All Progressives Congress, Asiwaju Bola Hon. Bayo Osinowo is currently representing Kosofe Constituency 1 in the State House of Assembly. He defeated Moyosore Ogunlewe (Son of former Minister of Works, Adeseye Ogunlewe) of Peoples Democratic Party during April 11, 2015 governorship/assembly elections to clinch his fourth term in Alausa Chamber.

Hon Tunde Bramioh

Hon Tunde Bramiohis a lawyer by training. He is currently representing Kosofe Constituency II in Lagos State House of Assembly under the platform of All Progressives Congress.

Bramioh attended the College of Art and Science in the then defunct Oyo state now Osun State and proceeded to Ogun State University.

Bramioh fondly called Big Daddy by his political followers served as Chairman of Kosofe Local Government, Lagos State between 1999 and 2003.

He was quoted in recent interview,  “This is the capacity, in which my party wants me for now, so why will I object? Politics is about service; so, it doesn’t matter if it is as a Governor, Senator or House of Representatives member.”

I’m promising the people of Kosofe Constituency 2 adequate representation, effective representation, dedicated representation, committed representation and a whole-hearted representation”
He is a devoted muslim, married and blessed with children.

Hon Desmond Oluwaseun Elliot

Hon. Desmond Oluwaseun Elliot (DOE) was born on 4th February 4, 1974 to a Yoruba father and Igbo mother. He is currently representing Surulere constituency 1.

He attended Air Force Primary School for his primary education and proceeded to St John’s Collegefor secondary education both in Jos Plateau State. DOE holds Bachelor of Science in Economics from Lagos State University in 2003.

Elliot joined Nollywood as actor after his University education and his now  working in the industry as director cum Filmmaker.He won best supporting actor in a drama at the 2nd Africa Magic Viewers’ Choice Awardsand was nominated for best supporting actor at the 10th Africa Movie Academy Awards. He is also one of the brand ambassadors of Globacom.
The APC Honourable married to Princess Elliot from Akwa Ibom state 12 years ago and the union has been blessed with children.

Hon. Oluwa Olatunji Fatai

Hon. OLUWA OLATUNJI FATAIis the PDP State House of Assembly Member representing Ajeromi/ Ifelodun II. He was born on January 1, 198. He defeated for Majority leader Kolawole Taiwo who APC tipped to lead the 8th assembly.

Hon Emeka Idimogu (Oshodi/Isolo II PDP)

Sir Jude Emeka Idimogu was born on 23 December 1969 in ihitte ubuoma local government area Imo-state. He obtained HND in Accounting from Yaba college of technology, Yab and later attended Ambrose Ali University Ekpoma from 2003-2007 where he obtained his BSc in Accounting.

Hon Idimogu later studied at Lagos State University Ojo from 2007-2009 where he obtained his MBA in marketing. He is a member of Institute of Chartered Institute of Accountants of Nigeria (ICAN) and Chartered Institute of Taxation of Nigeria(CITA).

Hon Idimogu , the PDP candidate for Oshodi/Isolo Constituency IIdefeated the son of Chairman, Lagos APC in April 11 poll. He is the only non-yoruba in Lagos state house of assembly.
He is married to a beautiful wife named lady Roseline Enitab Idimogu(Nee Kuku) from ijebu-Ode in ogun state since 1990. This marriage has produced three children all born in Lagos state.
