The Bureau of Public Service Reforms (BPSR) has ranked the Nigerian Communications Commission (NCC) among the top three Ministries, Departments and Agencies (MDAs) of the Federal Government with the best-performing websites for 2025, underscoring the Commission’s sustained commitment to digital excellence and efficient service delivery.
The recognition comes barely three weeks after the NCC was also named among the top five best-performing federal agencies for 2025 by the Presidential Enabling Business Environment Council (PEBEC), further affirming the regulator’s consistency in leveraging technology to improve public service delivery.
According to the BPSR 2024/2025 Scorecard on MDA Website Performance, the NCC placed second out of 235 MDAs evaluated nationwide. Galaxy Backbone Limited emerged first, while the Nigeria Export Promotion Council (NEPC) secured third position.
The assessment was based on 14 key criteria, including compliance with the .gov.ng domain policy, website appearance and aesthetics, relevance and quality of content, alignment with MDAs’ mandates and government policies, website structure, responsiveness across devices, security, load time, usability, availability, functionality, interactivity, accessibility and capacity building.
The ranking was officially unveiled at the Federal Government 2024/2025 Scorecard Ranking for MDAs’ Websites held on Monday, December 22, 2025, at the Federal Ministry of Finance Auditorium, Abuja. The award presentation followed on Tuesday, December 23, 2025, at the BPSR headquarters.
The award serves as a key performance indicator under the National e-Government Masterplan, which measures Nigeria’s progress in e-government development. It recognizes the NCC’s dedication to maintaining a world-class digital platform that enhances access to information and services for citizens and stakeholders.
Receiving the award on behalf of the Executive Vice Chairman of the NCC, Dr. Aminu Maida, the Executive Commissioner, Technical Services, Mr. Abraham Oshadami, expressed appreciation to the BPSR for the honour. He described the recognition as an encouragement for the Commission to further strengthen its digital platforms in line with the Federal Government’s Ease of Doing Business policy.
While presenting the awards to the top three agencies, the Director-General of BPSR, Mr. Dasuki Arabi, commended them for their proactive efforts in maintaining standardised, secure and user-friendly websites that support effective and efficient service delivery.
Arabi noted that the 2024/2025 website ranking reflects the growing commitment of public institutions to transparency, accountability and openness in governance, as well as alignment with global best practices. He added that since the scorecard was introduced about six years ago, more MDAs have shown readiness to embrace reforms consistent with the Renewed Hope agenda of President Bola Ahmed Tinubu, aimed at improving governance and service delivery.
He further emphasised that the COVID-19 pandemic accelerated the need for digital transformation in public service, making technology-driven governance essential for competitiveness, cost-effectiveness and agility.
Describing the exercise as rigorous, Arabi explained that members of the scorecard jury, drawn from various inter-ministerial agencies, subjected MDA websites to thorough evaluation processes, with the results undergoing quality assurance to ensure credibility and accuracy.
The scorecard initiative, he said, forms part of BPSR’s broader reform mandate to promote best practices across the public service, improve access to government information, facilitate seamless transactions, curb corruption and cyber-related risks, and enhance citizens’ access to government services.
