GTI Urges Presidency to Introduce Mandatory Orientation for Recipients of Presidential Pardons

Guard Time Information (GTI), a leading human rights advocacy organization, has called on the Federal Government to institute a mandatory post-pardon orientation and reintegration programme for individuals granted presidential clemency.

The Chairman of GTI, Mr. Bibi Oduku, made the call in Abuja while reacting to the recent wave of presidential pardons extended to several individuals across the country. According to him, while forgiveness remains a vital instrument for national healing and justice reform, it must be backed by a structured civic reorientation process to ensure that beneficiaries become responsible and law-abiding citizens.

Mr. Oduku emphasized that GTI’s proposed programme should cover key components such as Civic Education—focusing on constitutional rights, responsibilities, and respect for the rule of law; Human Rights Training—promoting respect for the rights and freedoms of others; Peacebuilding and Conflict Resolution—equipping individuals with nonviolent dispute resolution tools; Drug and Crime Prevention Awareness—addressing the root causes of criminal behavior; and Skills Development and Economic Empowerment—creating pathways to employment and self-reliance.

He noted that such a comprehensive reintegration initiative, implemented in collaboration with the Ministry of Justice, the National Orientation Agency (NOA), the Nigerian Correctional Service, civil society groups, and faith-based organizations, would significantly reduce recidivism and contribute to national peace and security.

“Forgiveness must be matched with responsibility,” Mr. Oduku stated. “Let us not only open the prison gates but also open the doors to transformation, dignity, and true citizenship.”

GTI reaffirmed its commitment to partnering with relevant stakeholders to design and implement sustainable post-pardon orientation programmes that promote genuine rehabilitation, national cohesion, and social justice.
