NCC Unveils Amended Tariff Simplification Guidance to Boost Consumer Transparency, Fair Competition

The Nigerian Communications Commission (NCC) has issued an amended Guidance on the simplification of tariffs within the telecommunications sector, set to take effect immediately. The initiative, which replaces the Guidance issued on July 29, 2024, is designed to enhance transparency, improve consumer understanding, and promote fair competition among telecom operators in Nigeria.

The Executive Vice Chairman of the NCC, Dr. Aminu Maida, emphasized that the new directive seeks to address longstanding challenges in tariff complexity while prioritizing consumer protection. “This Guidance ensures that subscribers can make informed decisions about their telecom plans while fostering a level playing field for operators,” he stated.

Key Provisions:
The amended Guidance mandates all licensees to:

Limit their tariff plans to a maximum of seven and bundles to 100.

Unbundle promotional elements and add-ons from tariff plans, offering them as standalone services subject to NCC approval.

Provide clear, detailed disclosures on their websites, advertisements, and USSD platforms, enabling consumers to compare and choose plans effortlessly.

Operators are also required to submit detailed quarterly reports to the NCC, including tariff metrics, active promotions, and Quality of Service (QoS) compliance indicators.

Consumer-Centric Reforms:
Subscribers will benefit from simplified tariffs and standardized promotional offers. Operators must notify consumers at least 30 days before any tariff modifications and provide a five-day notification period post-implementation of the Guidance.

The NCC has imposed strict penalties for non-compliance, including fines and potential suspension of tariff approvals. Operators have until December 13, 2024, to align with the new requirements, including migrating subscribers to the simplified plans.

Industry Impacts:
Telecom operators must now innovate within these streamlined regulations, fostering competition while ensuring affordability and quality of service. The NCC has also pledged to continue monitoring the sector, hosting webinars, and engaging stakeholders to ensure a seamless transition.

This regulatory overhaul signifies a major stride in the Nigerian telecommunications sector, aimed at balancing consumer rights with fair market practices.
