Born in 1954, Mamman served as the director-general of the Nigerian Law School for eight years (2005–2013) in Michika, Adamawa State.

He obtained his LL.B degree from Ahmadu Bello University in 1983 and was called to the bar in 1984. In 1987, Mamman earned his master’s degree from the University of Warwick, England, and later completed his PhD from the same university in Warwickshire, England, in 1990.
