NCC Unveils Draft Five-Year Spectrum Roadmap, 60GHz Guidelines to Boost Broadband Growth

The Nigerian Communications Commission (NCC) has unveiled two key regulatory draft documents aimed at strengthening spectrum management and accelerating the deployment of next-generation broadband services across the country.

The was contained in a notice dated December 19, 2025, and signed by Mrs. Nnenna Ukoha, Head of the Public Affairs Department, Nigerian Communications Commission and made available to Journalists.

The Commission announced the publication of the Draft Spectrum Roadmap for the Communications Sector (2025–2030) and the Draft Guidelines for the Use of the 60 GHz Licence-Exempt Band for Multi-Gigabit Wireless Systems, in line with its statutory mandate under the Nigerian Communications Act (NCA) 2003.

According to the NCC, the Draft Spectrum Roadmap outlines the Commission’s strategic plan for spectrum planning, allocation, and utilisation over a five-year period, with a focus on supporting emerging technologies, improving quality of service, and meeting Nigeria’s growing demand for data and digital services.

The Draft Guidelines on the use of the 60 GHz licence-exempt band are designed to provide a clear regulatory framework for the deployment of high-capacity, multi-gigabit wireless systems. The initiative is expected to encourage innovation, reduce deployment costs, and expand access to ultra-high-speed wireless connectivity,

particularly for last-mile and enterprise solutions.
“In accordance with Section 58 of the Nigerian Communications Act 2003, the Commission invites all interested stakeholders to review the draft documents and submit their comments,” the NCC stated.

Stakeholders, including telecommunications operators, equipment manufacturers, internet service providers, technology firms, and the general public, are expected to contribute to the consultative process to ensure the final frameworks reflect industry realities and global best practices.

The Commission noted that all submissions must be received no later than Friday, January 16, 2026. Comments and inquiries should be forwarded to the following email addresses: ygibrahim@ncc.gov.ng, yabdulkadir@ncc.gov.ng, and jdavid@ncc.gov.ng.

The NCC emphasised that the publication of the drafts underscores its commitment to transparent regulation, stakeholder engagement, and the creation of an enabling environment for sustainable growth in Nigeria’s communications sector.
